For our office in Dubai, we are looking for

Proposal Manager - 100% (m/f)

The ideal candidate should have over 10 years of experience in bid and proposal management within an engineering consultancy, including at least 5 years in the Middle East (KSA & UAE). They must have a proven track record of successfully securing complex infrastructure and transportation projects and demonstrate strong leadership in managing the full bid lifecycle

Responsibilities:

• End-to-End Bid Lifecycle Ownership: Lead and manage the entire bid lifecycle from initial RFP receipt to final proposal submission, ensuring adherence to Pini Group standards and processes.
• Strategic Bid Development: Develop, document, and deliver compelling technical and financial proposals that clearly articulate our value proposition and expertise.
• RFP Analysis & Clarification: Conduct detailed reviews of Requests for Proposals (RFPs), identify critical requirements, and formulate precise queries for clarification.
• Go/No-Go Decision Making: facilitate Go/No-Go meetings, providing strategic input to ensure alignment with business objectives and resource availability.
• Cross-Functional Collaboration: Coordinate seamlessly with internal departments (engineering, finance, legal, etc.) and externally with partners and sub-consultants to foster collaboration and resolve bid-related matters effectively.
• Market Insight & Competitive Analysis: Stay abreast of market trends, competitor activities, and client requirements in the KSA and UAE infrastructure and transportation sectors to inform bid strategy.
• Continuous Improvement: Contribute to the continuous improvement of bid management processes, tools, and templates.

Requirements:

• Bachelor's degree in engineering or a related technical field.
• A minimum of 10 years of progressive experience in managing bids and proposals within an engineering consultancy environment.
• Mandatory 5 years of significant experience in proposals preparation and bid management specifically within the Middle East region (KSA & UAE focus).
• Proven track record of successfully securing complex infrastructure and transportation projects.

Technical Skills:

• Proficient in MS Office Suite (Word, Excel, PowerPoint, Project). InDesign is a plus
• Strong understanding of Design Fee Estimation principles.

Language Proficiency:

• Highly proficient in spoken and written English.
• Fluent in Arabic (spoken and written) is a plus.
