Senior ICT / ELV & ITS Engineer

ARX is recruiting a Senior ICT / ELV & ITS Engineer to support the delivery of major PMC infrastructure and road projects within Riyadh. This role is ideal for a senior professional with strong experience in ICT, ELV, and ITS systems across design review, installation oversight, integration, and testing & commissioning within a PMC/consultancy environment. You will act as a technical authority across multiple packages, ensuring systems are delivered safely, efficiently, and in line with project specifications and authority standards.

Key Responsibilities:

• Provide technical leadership for ICT / ELV / ITS scope across the program (governance, compliance, and quality).
• Review and endorse design deliverables including drawings, specifications, BoQs, calculations, method statements, and ITPs.
• Monitor contractor progress, inspect installations, and ensure works are executed as per approved drawings and specifications.
• Lead technical assessments, track design changes, and ensure approvals and documentation are maintained.
• Coordinate with MEP, civil, electrical, architectural, and ITS teams to ensure seamless systems integration.
• Liaise with local authorities and stakeholders to ensure regulatory compliance and approvals.
• Review material submittals, shop drawings, compliance reports, and FAT documentation.
• Support testing, commissioning, system integration, and handover readiness.
• Report risks, compliance gaps, and technical issues to the MEP / Systems Lead and support corrective actions.
• Mentor engineers and maintain consistent technical quality across packages.
• Familiarity with PMC frameworks, risk management, and stakeholder coordination processes.

• CCTV, access control, intercom, and security systems
• Fire alarm, PA/VA systems • SMATV, IPTV, and AV systems
• BMS, PLC, and integration platforms
• Intelligent Transportation Systems (ITS), including:
  • Traffic signal control systems
  • Automatic incident detection (AID) and traffic CCTV
  • Variable Message Signs (VMS)
  • Traffic data collection and counting systems
  • Road Weather Information Systems (RWIS)
  • Fiber optic communication networks (OFC)
  • Central management and integration platforms

Requirements:

• Bachelor's degree in Civil / Agricultural / Irrigation Engineering or related discipline.
• Minimum 15 years of experience in irrigation design and delivery within major infrastructure or landscape projects.
• Strong knowledge of irrigation networks, hydraulic design, pump systems, and water efficiency practices.
• Proven experience in design review, construction supervision, and testing & commissioning.
• Experience working within PMC / consultancy / client-side delivery teams.
• Familiarity with Saudi standards, municipality requirements, and sustainable irrigation practices.
• Strong communication, coordination, and reporting skills. • English required (Arabic is an advantage).

Preferred:

• Experience on RCRC or similar smart infrastructure programs.
